Gerry Higgins Presentation Social Enterprise and Pulic Authorities View in Microsoft Powerpoint (105kb) or Adobe acrobat PDF (25kb) 10.15am Focus on Ealing John Houlihan, Social Enterprise Development Manager at the London Borough of Ealing, presents the unique approach taken by the London Borough of Ealing in their development of social firms and enterprises and analyses the lessons learned from this process. One of the emerging social firms, Shaw Direct, will outline approach needed to establish a competitive business in their market sector. Followed by questions. 11.15am Coffee Break 11.45am Exploring Externalisation A unique and innovative partnership of Local Authorities, NHS Trusts and Social Enterprise specialists has been funded by the Treasury Initiative, Invest to Save, to determine the cost and quality issues of public authorities supporting social enterprises. These partners have been working to determine the case for externalising social enterprises, looking at the care and business balance, political and economic factors and the modernising agenda.

Key issues for public authorities are contract outputs, costs, current national practice, access to wage subsidy and loan and grant finance for enterprise development. Expert: Jane Sidaway, Independent Consultant working as Researcher for Social Firms UK. Seminar B: Trade Income How can public authorities encourage and assist their developing social firms and enterprises to build up their trade income? This seminar will look at realistic projections, the importance of feasibility, internal and niche marketing opportunities and other innovative ways in which public authorities have helped the businesses to succeed in raising levels of trade income. Expert: Sarah Crawley, Institute of Social Entrepreneurs. Seminar C: Externalisation What is the right way of approaching the externalisation of social firms and enterprises from public authorities? Discussion will take place around legal and partnership opportunities, liabilities, human resources issues and other elements to be considered for this process. Experts: Geof Cox and Guy Turnbull of Economic Partnerships 3.00pm Coffee Break 3.15pm Panel Discussion: A Bridge Too Far? No public authority social enterprise has made the transition from day centre / vocational training / rehabilitation project to a viable, market-led social firm. Should enterprise for service users in public authority projects be restricted to low risk, internal market, therapeutic enterprise, or should those with the potential capacity and niche market to run a business be enabled to do so with public authority resources and funding? 3.50pm Working Group Feedback & Conclusion *Despite making the approach to a variety of ministers since May 2001, nobody was able to commit to this event. Jonathan Bland's organisation works effectively with several government departments and we are pleased that he is able to speak to the audience today. |
